Inspector Edward Victor Josey, M.S.M., Ottawa, Ont.

Inspector Victor Josey served for thirty-two years as a regular member of the Royal Canadian Mounted Police in senior management, operations and administration roles. Inspector Josey is a veteran of 3 United Nations missions having served as a police officer in a peacekeeping role in UNPROFOR - Former Yugoslavia (DEC 1993 - JUN 1994), UNMIBH - Bosnia and Herzegovina ( APR 1998 - JAN 1999) and East Timor - UNTAET/UNMISET(March 2002-March 2003). While in mission, Inspector Josey performed a variety of duties including Human Rights Investigator, Human Rights Coordinator in Bosnia Herezgovina, as well as Chief of Strategic Planning and Chief of Operations in an executive policing mission in East Timor.

Insp. Josey is currently posted to International Peace Operations Branch - seconded to the Pearson Peacekeeping Centre.

Meritorious Service Medal (civil division) citation:
On April 24, 1998, while employed by the United Nations as a civilian police officer in Bosnia and Herzegovina, RCMP Insp. Victor Josey helped the wounded mayor of Drvar escape rioting citizens who had stormed the UN police station where the man had taken refuge. Displaying great determination, Insp. Josey helped the mayor flee the building and, shielding him with his body from rocks and sticks thrown at them, prevented the mob of angry people from killing him. Insp. Josey's professional conduct in an extremely violent situation served to enhance the reputation of Canadian police within the international community, and brought great credit to Canada.

Inspector Josey has had a diverse and varied career that has included a tour of duty as a member of the RCMP (Anti-Terrorist) Special Emergency Response Team. Several years as an instructor specializing in Emergency Response Team and Officer Survival training. Other duties included posting to Human Resources project, involving researching, developing and implementing a new Human Resource Management Information System (HRMIS), International Training and Peacekeeping Branch responsible for operational support to Canadian Civilian Police in peacekeeping missions.

He was seconded to Department of Foreign Affairs, Regional Security and Peacekeeping Division with responsibility for Civilian Policing matters. He also served as Officer in Charge of Canadian Air Carrier Protective Section - Toronto Ontario responsible for providing an armed police presence on selected trans border, domestic and international flights. Additional duties include Emergency Response Team Commander and Critical Incident Commander as part of the RCMP Critical Incident Command.
